When affordable financial support which is needed is withheld, can indicate an irresponsible parent in other ways.

Absent full on substance abuse (which would make a parent a negligent caregiver), there is little basis to make such a connection.

No, you'd need evidence & reasons on a case by case basis which is what stats don't give you.

There could well be a correlation between men who don't support kids financially &men who don't look after kids in their care
