Patriarchy doesn't mean 'assholes exist.' It means a system of society in which men have all ruling power & women are denied access to it.

I think it's possible for some women to have individual power in patriarchal societies (e.g. ancient Rome, medieval Europe)

Yes. I talk about Elizabeth I and how that worked in the essay. She had ruling power but some serious conceptual juggling had to happen.
