1. Grammar describes the language, so it can't usually be "wrong". 2. Grammar is not "official".

It is definitely official in France. In UK, the Oxford Dict, etc, are de facto agreed references.

It's the wrong question. English has developed such that we understand each other, so it does not need to be artificially improved.
