Not historically but things change. English was one of the few languages that affirm a negative with a negative. Still does with questions.

A minority? I think it must come either from repeating the statement (shortened to yes/no) or answering an implies ",is it?" question.

Yes, that would be one of the first laws I'd pass, with a 3 strikes then life in jail rules.
