Courtesy, honesty & kindness are needed and so is trying to find common ground but the problem needs to be laid out in no uncertain terms.

I think the best approach is to make strong arguments setting out the problem & what needs to change generally & aimed at no individuals.

As sympathetic as I am to arguments "against civility", I think it's best to be as polite as possible when you tell someone they're wrong.

It always helps (and is always hard) to distinguish "you're egregiously wrong" from "you're egregiously stupid/evil".
