I would be inclined to think skepticism and agnosticism would be more highly correlated? Or does atheist title subsume agnostics?

Everyone is agnostic coz the existence of God is unknown. It's not a useful term except in philosophical sense of 'unknowable.'

I suspect devout catholics wouldn't describe themselves as agnostic, and they believe in spite of lack of evidence.

No. But they are anyway if we understand agnosticism to be a lack of knowledge. They're defined by what they believe not what they know.

Agnosticism, as I understand it, is a position of witholding any judgement due to lack of knowledge, not just lack of knowledge itself

Sure but then we argue for ages abt what that is rather than just understanding what the other means & addressing substance.
