Yes. The bad conclusions usually come from a faulty premise. You can reason beautifully from that but it will still come out wrong.

Because there is scope for reasonable disagreement about questions of value. It's possible to see that a view is reasonable & disagree.

I can say 'I see where you're coming from but disagree' but I'd disagree because I don't think the argument is good or reasonable enough.
