Yes, they do but how does this relate to group loyalty? Big government/welfare etc is an expansive thing which seeks to protect everyone

Big government does not protect all. Big government favours some groups (farmers, pensioners) at expense of others (middle aged workers)

Yes. There are clear cases of most vulnerable but welfare state is far more extensive.

I reckon a liberal has to be more willing to accept possible unfairness eg wage gap legislation might be fair but denies individuals agency.
