No, it doesn't. There's a bit OKing lying for self-protection in the Shia tradition. So does Judaism & most secular systems of ethics.

Yes, its a Shia idea which allows people to lie when in danger, deny they are Muslims to save their own lives, pretend to support dictator.

First two irrelevant. 3.28 says you associate with non-Muslims if you need to for own protection so tangentially relevant but not here.
