I'd choose freedom as much as possible. Not ban anything unless you really have to.
But neither does limiting freedom of religion or expression. Put kids in together, definitely. Don't start banning relig garb.

we already do limit freedom of religion in this sense. You don't get to wear a niqab as a teacher. Or to court. Etc.

Yes, there are good reasons to ban niqab where faces need seeing. Not a headscarf.
