You could have a consistent rule about smartness, yes. No bright hijabs either.

gotcha. I agree, but sometimes rules are made for safety, yet exceptions r made to make the rules r constitutional.

When a rule is made for safety, religious ppl cannot expect to bypass them,especially not on their children's behalf

Actually, here in the US, they can expect to bypass them, and often do. Shouldn't be able to tho. ideally.

And in Saudi Arabia, they can chop your hand off which is not safe at all.
