I'm not sure what you mean. I understood there to be a rule against headcoverings but exemptions for religious reasons?

I don't quite follow your argument as to why the student needs a note in this case. A hijab (or a kippa) is clearly religious.

I think we'd lose religious headgear too tho if it we banned all headgear related to violence & divisiveness.

The usefulness of such a rule would depend on issues individual communities may be facing. In some places, could be justified.
