It's possible to have sympathy for someone without being in sympathy with their ideas. I think that's a good thing & ppl are confusing them.

Possibly. Some ppl use them interchangeably. I mean 'poor you' vs 'I agree with you.'

I don't think so. Cognitive empathy is a tool. Sympathy for suffering is involuntary.

I see feeling sorry for people involuntarily as different to cognitive empathy. I'm thinking in Bloom's terms.
