If I said it to a friend, it wld be affectionate exasperation. As a comment on the general views of a public figure, it'd be acceptable.

Also it depends on the type of insult. "Fuck you, libtard/conservatard' is always rude coz not friendly, no descriptive or aesthetic value.

I've always thought "cockwomble" has aesthetic value, but there are so few times I feel I could apply it.
