Atheists certainly can find meaning in their lives, but they can't just arbitrarily create it.
Different opportunities exist in reality. Different people choose different ones as the purpose or meaning of their lives.

In this sense, meaning is subjective. The meaning of my life - family, history - is different to my friend's - travel, physics.

Therefore, when someone says 'we make our own meaning in life', they mean they choose the purpose of their own life.

They do not mean anything else - eg I create reality with my mind, everything is equally valuable, no-one else shares my purpose

This temporary, small, local meaning seems unsatisfying to ppl who want a larger, grander, eternal, divine meaning. That's OK.

However, when ppl who do not believe in a divine purpose to life speak of the meaning of life, usually mean individual purpose.

Individual purpose is subjective in the sense that people are subjects & pick different purposes. The end.
