Responsibility for the abuse remains with the abuser. The power to stop it could well be with the abused.

And I find this online. If you ignore ppl trying to get a reaction, they go away coz they get bored.

with respect, this depends entirely on the type of bullying. Assuming it applies across board is simplistic
