It makes sense intuitively but I've read so much showing the opposite. Countries are most secular when most secure.

I can see this as well. Perhaps in the interwar years it was both the current security and the recent example.

Perhaps it means that, despite the year's social/political shocks and public body count, people still largely feel secure.
