Of course ppl can define atheism to mean things other than disbelief in gods. Can call it a kind of vegetable if u want.
Yes but belief in a god inspires this too. Why not share that common bond with religious ppl rather than seek an atheist ideology?

I don't see smaller groups of ppl expressing 'atheism-informed' values as negatively 'tribal' unless conformity is demanded.

No, it might hinder post-theism to keep referring to disbelief in gods as a causal factor but its not really tribal.
