Yes! That is why I am always surprised when I meet one who believes & justifies their god punishing thought-crime horribly!

I think they see it more almost like a "law of nature" than as a "person" with rules.

Yeah, I think the problem is many (even those that believe) only conceive of God as a "person" because of limited imagination.

Well, God is a human concept. Its going to have traits important to humans - morality, family, creativeness, reasoning, laws.

If we're just talking abt things we don't know abt the origins of everything, 'God' is probably just limiting how we can do that.
