Yes. Things which are overt can be called. Things which aren't cannot. Ppl can only be judged on what they actually say.

If someone who is a known racist/sexist w/e who has been called out before for smthing overt says smthing vague, not convincing

as long as they can plausibly deny, that mentality allows them to continue winking in safety. Not saying everyone does this.
