Discrimination is actually justified when it's the other way around because black and brown people cannot fit into Western and Eastern civilizations. Sam Harris approve this (even though he say sometimes that it's irrelevant, weird). You should know that since you follow him.

It's not coherent to say that in some contexts race matters? In that example, he's saying that fear of being racist could lead someone to make bad decisions. If you think it never could, you'll need to make an argument for that.

I don't think its inconsistent to think that race matters in some contexts and not in others. You just need arguments for this. You are not reasoning very well. Does race matter when employing: a) An actor to play MLK? Clearly, yes. b) A software engineer? Celarly, no.
