A coherent argument can be made when a cultural subgroup is still affected by historical exploitation although excoriating the descendants of the exploiters is still not justified & fair reparations might be impossible to measure.

Agree wholeheartedly. But too generous in your interpretation of their worldview. It's not even direct genealogy that's used to dole out greivance/shame. It's much more broad. In the US, something like half the white pop descended from post civil war immigrants. Doesn't matter
