It's kind of funny that statisticians invented this entire mechanism with jargon that ultimately boils down to assigning "burden of proof," and in their efforts to make it "objective" they did it wrong.

The burden of proof is on the person making the claim, when trying to convince someone, and on whomever could prove their claim easiest when considering conflicting claims.
