I suspect Helen is referring to the upgrading of female-dominated fields of the public sector to earnings more comparable to that of male-dominated fields. An adjustment in accordance with equal pay laws but which weren't covered by them coz didn't discriminate by gender per se.

I don't think a wholesale overhaul of pay scales on behalf of women is an example of gender discrimination against women. It needed doing coz pay reflected the time before the equal pay laws when women did get paid less. But changing that is the opposite of discrimination
