Doesn't really matter -- if someone can't expain their position to you in simple language, in a way that allows you to debate it, that's their failing not yours.

In practice that is hard to do, although it's a good guideline for sure. For instance, the Central Banking system is commonly attacked by people who don't know how banking works. Explaining it to someone in simple language in a way that would make them understand would take hours

That's when you go with the option of "Can I get back to you? It's really complicated, long, involved, and will take hours." - if the person isn't willing to meet you halfway, you probably aren't dealing with someone who's come in good faith.

There's the other problem that Central Bank skeptics are like climate change deniers: in the millions, too uneducated, and too far from mainstream. Sometimes you just need to decide the person isn't worth engaging, but is probably worth trolling. I'm not an intellectual though.
