    We actually have a model in the paper that tries to decompose the welfare consequences of upcoding into 3 parts: 1) Higher fiscal spending 2) Contracts inefficiently distorted to boost coding 3) "Too many" ppl in MA due to differential subsidy

    Thanks . This is so key, and something we drill home again and again in our MA upcoding paper. For many questions, what really matters is coding difference, not the source of that diff. For some questions, the source matters, but for many it doesn't.
