Are prices higher in the UK than other surrounding countries?
I'm sure I read years ago the UK as a whole island only ever has like 3 days worth of fuel to last the whole population. It's not uncommon for shortages to occur. It's never really stockpiled, to begin with. Look beyond those hypnotic headlines.

Apparently it wasn’t a shortage of fuel at all. It was just that the Shell supplied forecourts had a shortage of delivery drivers to get the fuel to them. Then the fuel shortage myth got peddled and some people panic bought a shit ton of fuel. Creating a self fulfilling prophecy.
