I agree. The testing thing is strange though; in my experience, the testing fraud is the component that is easiest to explain to people not in the know. Yet people seem to care about it the least...
The key to the whole thing is testing. If that continues- all the other stuff that follows it will. Unless that stops and close the centres and stop making people do it. It won’t change.
