It was such a successful operation, that it even managed to lure people from outside the USSR who believed they were going to fight the communist regime. They were arrested on arrival.

The regime used this group for 3 main reasons. 1. Carry out crimes to blame on the actual resistance groups (so they could clamp down on them harder) 2. Identify political enemies that could later be arrested. 3. Control the opposition (by running them)
