yes very true also one benefit here is it is poorly organized and productivity is low meaning the laws do not get enforced as much as they do elsewhere e.g. Police too lazy to ask for m4sks etc
Yes, the cops won't be paid enough to be petty or give a toss, much like eastern Europe. The western cops get generous pensions and "decent" wages compared to them so that gives them a sense of importance and power.
