People in Latin America used to be rebellious. It's so sad to see my fellow Argentinian people become so sheepish. I never imagined I would see the day when I was the only one walking around in a city without a mandated mask...
It never happened over night. The demoralisation was slowly drip, drip, drip into the psyche of the masses. Across the globe. Technology has played a major part also.

Argentina got a short breather in the previous term, but in the end it was just a paced down continuation to the pounding. They've been under the veil of peronism for 70+ years if not mistaken, long enough to end a weaker nation.
