The idea of packing up and moving to a new country is a foreign concept (no pun intended) to somebody who has always lived in the UK and is used to the way of life etc, even if they get shafted with a much higher tax rate.
They have outdated stereotypes about certain places, eastern Europe is a good example, a lot of people in the UK think it's still like the eastern block era USSR lifestyle, the truth is, these places caught up (and overtook) the UK in many respects.
