Bitcoin is what it's community decide it is, if you don't run a node you don't get a say. Was brought in as p2p cash, then the consenus shifted some what to payments and now a heavier focus on "sound money" with payments a work in progress. Different things to different people

Most importantly the users decide through the consensus mechanism and its voluntary if you wish to participate in the network or not. Given the choice between that and the central Bank model... Well, each to their own I guess.
