Imagine what would happen if a government was required to have a department only meant to study past civilizations, philosophers, societies, and governments, applying the lessons (what worked what didn't) to the current government.

Hierarchies always form, and most people really do want to be led by a governing body. Anarchy is no more natural than government IMO. I don't think an etymology argument changes the need for bureaucracy for a thriving civilization.

The thing with the government hierarchies is, that they are far from natual anymore. It is not that they come and go through the natural process. We humans feel the need to stick to what we have built, even when it is dragging on and just pushing the inevitable further down
