It will be done in the famous term I coined "Drip,drip, drip" First it will be voluntary, then you will need it to fly, then to work for certain companies, then to get into shops etc. Eventually, after great media induced fear. It will be mandatory for all.
I don't mean to sound negative or morbid, and I don't want this to happen and I would happily be proved wrong. It may be next year instead, I cant say for sure yet. But I know the cabal very well.. I have tracked them for over a decade obsessively. I know the destination.
