    Devs and validators need PulseChain testnet v2 up regardless of sacrifice balances. Instead of delaying v2 to get perfect sac balances, will launch it earlier and release the sac balances by easy to read csv later. Testnet v2 will launch parallel to v1 so devs can migrate at will
