It's not completely accurate. The corporate/political bias is opaque as everything else. The algorithm has learned what the moderators react to, so it's learned bias just like children inherit it from their parents. But the rest is correct.
There's no way to manually write an algorithm to watch for rules violations. Abusers would quickly learn what triggers it and work around it, so it has to adapt and learn. This means that it's impossible to know EXACTLY what combination of signals set it off.
If you mean about the black box algorithms, read about Machine Learning. Companies dealing with huge data such as YouTube have to use them, as human processing would never suffice. If you mean about political bias read the Google documents leak published by Project Veritas
