      I wont be able to stream if this isn't fixed. Without obs streaming or preview it's fine, with it, EVERYTHING is choppy, even mouse movement

      Sounds like your CPU or motherboard is shitting the bed, I'd say pick some software and do a stress test

      To add to that I've had times when certain alerts for whatever reason would max out my graphics card causing stutter

      Don't event have to do a stress test cause OBS will be that stress test, just check the % of load on CPU and GPU while OBS is running

      Problem is i've noticed my pc has been extra stuttery as well. So i dont think it's obs anymore, either a glitch or some hardware is fucked.

      For ex, i know how programs behave when maximized but not the main focus, and they all stutter worse than before this issue came.

      I'd say first step is to see % usage with and without OBS just to see if it's hardware, then possibly upgrade drivers / test with replacement parts. Also make sure to check your RAM for errors cause it's easier to overlook than CPU and GPU
