This is a shameful representation of the values of the Chamorro People - let someone else do it is our motto - this behavior represents a deeper insidious lack of character - how can we accomplish Self Determination if we can’t accomplish basic responsibility.

Chamoru people make up less than 40% of the islands population, to say that this is representative of our values is is unfair. The other 60 or so percent use these public spaces too
