.@lukeoneil47 has written a lot about this extraordinarily evil new phenomenon of media companies trying to charge freelance workers to actually access the (usually paltry) sums that they're paying said workers, and it's ALWAYS BAD.

rates are not change except they're effectively changing because of the fee to get paid. so, they actually ARE changing. :-|
