I'm actually surprised it is flat over 20 years, considering the population has increased by about 17% over that period. Gives me hope that we will soon see regular declines.

Oil consumption per capita, as you point out, has indeed entered decline. And over those 20 years, demand has oscillated of course with the economy. Close-up: US gasoline use was flat in 2019 for a 3rd year in a row, with EIA projecting more flat years ahead. We await declines.
