But, as the effects of our warming world make themselves clear in floods and wildfires, biodiversity collapse, acidification of oceans, etc who will make sure that these promises will actually be met – that commitments actually deliver meaningful change?

We're *slowly* taking action on climate change – countries and companies have signed up to net zero targets, (some) institutional investors are divesting from fossil fuels, + (some) governments are putting in place legislation – such as the IRA – to decarbonise economies.

Shockingly, holding an international event in a desert state with little prior infrastructure and which relies on fossil fuels leads to quite a lot of emissions. Even more shockingly, the system Qatar has chosen for offsetting these is pretty suspect.

I was part of the team renegotiating the Protocol in the autumn of 2019. I don't know anyone who thought the consequences were "unforeseen". In fact, they were all laid out to MPs as part of the Impact Assessment on the Withdrawal Agreement Bill (p44-60): assets.publishing.service.gov.uk/government/upl
