Bulk-billing rate is not a good measure of quality of care nor health outcomes. Just shows the absence of gap cost to the patient. Likely correlates to shorter appointments and higher frequency of attendance. So higher BBing probably cost the gov more. In both short and long term

This is misleading and refers to bulk billed services not consultations as you imply. Patient out of pocket costs continue to rise due to their Medicare rebates not rising in line with inflation or the costs of providing health care.
