You need to get a handle on the younger ones ie Bondi Beach... closing the beach won't do it, they'll group elsewhere out of the public eye. They're not listening because they're not tuned in to any media reports or your speeches. You will have to force the information into them.

The NSW health or Police departments could have and should have shut down Bondi beach yesterday. I note the NSW police shut it today. How is that the Federal Government's fault?
