I think if cyclists get to take up the entire lane, they should be required to have license plates and pay taxes. Would be great if they actually followed traffic laws too.

Cities in Texas don't use property taxes for roads? Also, 1 of every 3 federal dollars for transportation is subsidized by the US Treasury General Fund (everyone, including bicyclists), not federal gas taxes. That's $2.8 billion of TxDOT's $8.4 billion annual federal allocation

Austin policies and taxes are making It too expensive and congested to live here. Traffic will always be bad. Too many people. Not enough roads.

There are always enough roads. We have no problem getting from one place to another. The problem is enabling people to live in dense configurations so that we don't all have to take up 25+ Sq ft of road for 30+ minutes every time we need to go somewhere. There are solutions.
