I think it's b/c DOJ wanted race/nat'l origin when suing Tx over voter suppression. Tx didn't track so tried 2 identify Hispanic surnames.
I had same question & I found that tidbit. I don't like it b/c I think u could use it 2 hone in on just those names 2 focus purge efforts.
That's my feeling. It's a terrible method of tracking ethnicity (only Hispanics?), and TX does collect ethnicity data on ID applications.
