Because he's not offering additional state funding. He's just saying teachers should get more and our local ISDs should pay. Spending OPM.

So how do Teachers get paid more then? The money comes from somewhere, hence tax payers. State funding still comes from taxes from people.

That's not how the school funding model works in Texas. It is much more complex and nuanced than that I'm afraid.
