        Obviously. But the city planning board is corrupt and beholden to developers like Frank Liu who keep building poorly constructed houses in flood plains under different company names. The Gov does have leverage and can step in with his influence. He owes us at least that.

        Um, that's not how it works. The mayor is in charge of the CPB and if the mayor is not doing his/her job correctly then vote him/her out of office. The governor's job is to manage the state as a whole which he is doing. Not micro manage your city.

        Hurricane Harvey was the second costliest natural disaster in US History. Any human with a pulse would have declared a disaster for and gotten that money. Abbott isn't special for that.
