Experts on the issue such as
@JooBilly have suggested plenty of ways to do far better than we currently are. Suggestion to the contract provides cover for do nothing politicians who bend to the whims of developers. -

The Rainy Day fund continues to be used to round out budget corners, bogarting taxpayer dollars for "fiscal responsibility" while the county and city are left out in the cold. And that's just Houston. Golden Triangle and other flood zones also get left out.
