My son is writing a research paper on this very subject! WITH answers involving a rule (I know, we don't like agency rules generally) and mental health courts.

I actually wrote a report a few semesters ago on, mental illness and criminal activity. He will have a TON of material to cite. I would suggest mentioning education, poverty, and substance abuse in his research to add potential opposing views and double back to the illness.

It's a position paper mandating a rule and how even if taxpayers assumed the cost of psych evaluations, it would save hundreds of millions, solely using Sandy Hook as a cost basis.
